NUZMAN’S BIG SPENDING SPREE – by Representative Silvio Torres 80 million Reais is the cost of the campaign to promote Rio de Janeiro’s candidacy to host the 2016 Olympics During a public hearing, held at the Congress in Brasília last Wednesday (May 20th) by the House of Representatives’ Comission on Tourism and Sports, when questioned by representative Silvio Torres, the president of the Brazilian Olympic Committee, Carlos Arthur Nuzman, informed that the official expenses to promote Rio’s candidacy as host city of the 2016 Summer Olympics and Para-Olympics are around 80 million Reais, mostly paid for by the Federal Government and the remainder by the State and City of Rio Governments. Until now 47,6 million have been invested. The announcement of the winning city will be made in Kopenhagen, on October 2nd. Rio de Janeiro is competing against Tokyo, Chicago and Madrid. In the event of Rio being chosen, just the technical part of the project for organizing the Games has been estimated in R$ 5,6 billion. Of this sum, 45% will be provided by private enterprises and 24% from the Federal Government. The remaining 31% will come from image sales, licensing of products and the sale of tickets. The estimate for the infra-structure construction is around R$ 23 billion, its majority included in the Programa de Aceleração do Crescimento (PAC) – Growth Acceleration Program – hosted by the Federal Government. According to Nuzman, the amount to be provided by the IOC – to winning city – in support of the organization of the 2016 Olympics is around US$ 1 billion. SOME EXPLANATION The president of the BOC answered several questions presented by Representative Sílvio Torres. Informed that the President is the guarantor of all the commitments of the BOC with the IOC. The Congress will have to vote some laws in order to facilitate the entry and the stay of the foreign delegations participating in the Games. Made sure that there will be changes as to the places where the sports events will take place. In the event that Rio is the chosen city, most of the utilities and equipment used for the Pan American Games will be used for the 2016 Olympics. When asked by Representative Torres on how the BOC is preparing the Brazilian athletes for the coming international competitions, Nuzman was evasive saying that, until October 2nd, the concern of the Olympic authorities (Brazilian) will be solely focused on the IOC decision. Only after this decision is that the BOC will take care of the preparation of athletes. How to lodge Diego Hipólito that is without a contract with sponsors and feels abandoned by Olympic leaders, Nuzman also dodged to clarify the situation, changing the course of his presentation. He suggested the Commission of Tourism and Sports of the House of Represntatives to conduct public hearings to discuss issues regarding the security of the Olympics and the infrastructure works. “These issues are escaping the control of the BOC and only the Federal Authorities can talk about them”. PELÉ LAW Also questioned by Silvio Torres, Carlos Nuzman confirmed to have asked the president of the House of Representatives, Representative Michel Temer, to postpone the vote on the proposal approved by a Special Commission of changes in Law Pelé. This project is ready to be voted in the House. What the president of BOC wants is to prevent the adoption of the item in the recasting of Law Pelé that changes the criteria for allocation of resources of the federal lotteries to the Sport. If approved this item, the COB will lose 30% of revenue, which would be transferred directly to the clubs training Olympic athletes. It is a significant amount, around R$ 110 million per year and is the result of 2% of the federal lottery. Nuzman’s pressure now is that this transfer be increased to 2.5%. This is the impasse to be overcome and its solution depends greatly on the Caixa Econômica Federal, which administers of the federal lottery. “Thus, a vote that everything indicated to be smooth, will suffer a delay. Here is another sample that Brazilian sport needs to be rethought, it is pressing the need to give the country a Policy of Sport” – said Representative Silvio Torres.

  1. I wonder whether most of the Snow across the north half of the globe will be due to the lower sunspot movement, and if a very maintained level of lowered sunspot process may have effects on this estimate of global heating.
