Alguns leitores do Blog (não apenas deste), escrevem mensagens dizendo que a campanha que aqui se faz é coisa de bairrista. Quem leva a discussão para esse plano, ou é parente de político, ou tem interesse financeiro nos Jogos Olímpicos, ou é apenas burrice mesmo. Tratar um assunto tão sério, de forma absolutamente superficial, é fugir de questões essenciais como, por exemplo, a gastança de dinheiro público sem prestação de contas. Ou as promessas que foram feitas aos cariocas e aos brasileiros para o Pan Americano e que não sairam do papel. Os processos em curso no TCU e o Inquérito Civil em curso no Ministério Público Federal, em Brasília D.F. É claro que a maioria da população do Rio não leva o debate para a questão deplorável do bairrismo. Mas alguns, sem argumentos inteligentes, ficam nessa toada. Aliás, enquanto as críticas aos opositores do Rio 2.106 limitarem-se ao bairrismo, estará otimo, porque mostra que argumento consistente não há. De minha parte, embora não tenha que dar explicações a ninguém, o que não existe, mesmo, é bairrismo. Primeiro porque procuro ser um cidadão do mundo. Em segundo lugar, porque grande parte da minha família vem do Rio de Janeiro, ou ainda está lá. E em terceiro lugar, porque a maior parede da sala da minha casa traz uma fotografia gigantesca do Rio de Janeiro, entitulada Rio 360, tirada por um grande fotógrafo carioca, a quem pedi que a fizesse do tamanho que preenchesse toda a minha parede.
Bairrismo, como já disse, é o argumentos dos burros. E Cidade contra Cidade era apenas um quadro que tinha no Programa do Silvio Santos.

«S’il vous plaît, ne votez pas pour Rio de Janeiro»
Dans une élection démocratique, celui qui se présenterait en disant «ne votez pas pour moi» passerait pour un doux dingue. Au minimum. En un sens, c’est pourtant ce qui arrive à la candidature de Rio, l’une des trois favorites – avec Chicago et Tokyo – pour l’obtention des Jeux olympiques d’été 2016. Le plénum du CIO décidera vendredi soir, ici à Copenhague.
Copenhague où, justement, nous avons eu connaissance d’une lettre expédiée le 31 août, par un notable carioca, aux 106 décideurs olympiens, les exhortant à ne pas accorder leur suffrage à sa ville. Démarche loufoque? Apparemment, non. L’affaire semble sérieuse, car le signataire n’a rien d’un joyeux illuminé.
Son nom est Alberto Murray Neto, 43 ans, petit-fils de Sylvio de Magalhaes Padilha – lui-même membre brésilien influent du CIO de 1964 à 1995. Docteur en droit, M. Neto dirige un cabinet international, fonctionne comme juge au Tribunal arbitral du sport et fut un membre éminent du Comité olympique brésilien de 1996 à 2008, année où il affirme en avoir été éjecté en raison de son discours anti-Rio 2016.
Scandale financier
Voici ce qu’on peut lire dans sa missive: «Je prends la liberté de vous inviter à ne PAS voter pour Rio de Janeiro. Si les Jeux panaméricains de 2007 ont révélé un scandale financier majeur, pouvez-vous imaginer ce que les mêmes personnes feront avec les Jeux olympiques? […] La candidature de Rio ne dit pas la vérité dans son dossier. Les comptes des Jeux panaméricains sont contestés par les Cours fédérales compétentes […] Via l’ordonnance 117/2009 de la Cour fédérale d’audit [document également en notre possession], le Comité olympique brésilien et le Ministère des sports font l’objet d’une procédure civile pour usage abusif d’argent public.»
On nage donc en pleine corruption. La Cour d’audit parle de 1,4 million de dollars fictivement dépensé dans des affaires de surfacturations. Elle relève aussi que le processus des soumissions n’a pas été respecté, toutes les entreprises sur les rangs ayant été écartées au profit du seul Consórcio Internacional, lequel a encaissé 16 millions de dollars lors de la candidature en vue des «PanAm Games». Dans une décision rendue en juin, la Cour a ordonné que cet argent soit reversé au Trésor public.
Un drame social
Joint hier par téléphone à Rio, Alberto Murray Neto précise ses motivations à l’intention exclusive du Temps. «Nous avons trop de problèmes sociaux dans ce pays pour nous permettre de dépenser de pareilles sommes en vue des JO [le projet de Rio reviendrait à 14,4 milliards de dollars, soit le double des autres villes]. Des milliers de gens meurent de faim, les hôpitaux sont dramatiquement sous-équipés, on ne compte plus les sans-abri. Si le gouvernement veut injecter des fonds dans le sport, ce doit être à la base, pour donner une chance à tous les Brésiliens, pas pour une velléité olympique. Les Jeux panaméricains ont été un fiasco financier, on ne va pas recommencer!»
Son acte sera-t-il vraiment efficace? «J’espère que les membres du CIO prendront conscience que je parle vrai. J’ai le soutien écrit de certains d’entre eux, mais j’ignore si la majorité me suivra.»
«Alors, que faire?»
Au fil de sa lettre, M. Neto évoque aussi l’insécurité qui règne au cœur de sa cité: «A Rio, le nombre de meurtres augmente chaque année.» Constat hélas véridique: selon la dernière statistique de l’ISP (Instituto de segurança pública), 2759 assassinats ont été commis durant les cinq premiers mois de 2008, soit une augmentation de 12,3% par rapport à la même période de 2007.
Les réactions à cette lettre n’ont pas tardé. Sur le site sportcal.com, le comité de candidature de Rio répond: «M. Murray Neto se situe hors du mouvement sportif brésilien, tandis que 85% du peuple soutient notre projet, d’après un sondage commandé par le CIO [LT du 26.09.2009].» Et de l’accuser de régler un conflit personnel avec Carlos Nuzman, président de Rio 2016.
Croisé dans le lobby de l’hôtel Marriott de Copenhague, un membre africain du CIO – qui ne veut pas être identifié – balaie l’argumentaire de Neto: «Tout ça ne veut rien dire. Les habitants de Rio seront heureux d’accueillir les Jeux.» Un autre, Asiatique, tempère: «Cela donne à réfléchir.» Mais évidemment, lui, il votera Tokyo.
Et puis, il y a René Fasel, membre suisse du CIO au titre de président de la Fédération internationale de hockey sur glace: «Chaque fois, je croule sous les messages m’incitant à ne pas accorder ma voix à telle ou telle ville, pour des motifs de corruption, de finances ou de défense de l’environnement. La FIFA a donné le Mondial de foot à l’Afrique du Sud, pays qui a évidemment besoin d’autres équipements que des stades. En même temps, les gens veulent rêver à travers le sport, véritable opium moderne du peuple. C’est clair que l’argent de Rio 2016 pourrait contribuer à résoudre le problème des favelas. Mais la population brésilienne désire la Coupe du monde de foot [elle l’aura en 2014] et les Jeux. Alors, que faire?»

The text below is a reproduction of the e-mail sent from the Brazilian Ambassador in Switzerland to the Ministry of Foreign Affairs in Brasília D.F. It goes like this:
“ Re.: Visit Nuzman Switzerland Nuzman 22/09
I follow the instructions. I personally delivered today, September 22nd, to Mr. Jean-Franco Kasper, suisse member of the IOC, the letter that was addressed to him by His Excellency the President of the Republic, related to the Olympic Games 2016.
Kasper is president of the Sky International Federation (FIS), with its headquarters at Oberhofen am Thunersee, small city in Berna Canton. This week, however, he was dealing with events of his organization at Hilton Hotel at the airport of Zurich, to where I went to deliver the letter. Kasper receuved me with great simpathy at the support office of FIS and informed me that the president of the Brazilian Olympic Committe, Carlos Arthur Nuzman, will visit him tomorrow, at the same place, probably to discuss the Ri0 21016 candidacy.”
This in only one single example of how Rio broke the IOC rules. I have many of the internal messages like this one. Several Members refused to receive the letter personally since they say that the rules of the IOC do not allow this. Other Members received either the Ambassador, or people of the BID. It is clear that the bid members cannot visit the voters. Is Rio being to be punished?

Rio cancels swimming event over lack of funding
ROME (AP) A World Cup swimming event scheduled for Rio de Janeiro next month has been canceled after organizers failed to come up with enough funding.
The announcement comes at a particularly delicate moment, with Rio competing against Chicago, Madrid and Tokyo in Friday’s vote to host the 2016 Summer Olympics.
”There are no financial resources. They cannot find any funding. They say they cannot do it,” Cornel Marculescu, the executive director of swimming governing body FINA, told The Associated Press on Tuesday.
The World Cup page on FINA’s Web site has a line crossing out the Rio meet, with the word ”canceled” printed twice.
Marculescu said Rio informed FINA of the decision ”two or three weeks ago,” adding that the Brazilian city has also pulled out of hosting World Cup events from 2010-13.
Marculescu refused to speculate if the cancellations would have any effect on the IOC vote.
”I only know about my own sport, and there will be no World Cup in Rio for the next four years,” he said. ”The Olympic Games is a different budget. Rio’s proposals for aquatics venues are very good.”
The move is also surprising because of interest generated after Cesar Cielo swept the 50 and 100-meter freestyle events in Rome a few months ago for Brazil’s first gold medals in 27 years at a swimming world championship.
Belo Horizonte has hosted a World Cup event for the last several years, but the Brazilian federation wanted to move the meet to Rio to attract a better international field.
”Belo Horizonte is difficult to get to,” Marculescu noted. ”You have to change planes in Rio or Sao Paulo.”
Without Rio, only five World Cup events will be held this year in Durban, South Africa; Moscow, Stockholm, Berlin and Singapore.
From 2010-2013 there will be seven short-course meets in Berlin, Stockholm, Moscow, Dubai and Singapore; and at sites to be determined in China and Japan.

The cleaning of the Guanabara Bay was part of the so-called “legacy of the Pan(American games)”. Needless to say that nothing was done. Incidentally, why is that TCU has not released the report on the accountability of the 2007 Pan(American Games)?

President Lula attacks the IOC
“The world’s most important sports event- besides the soccer world cup – cannot be the privilege of only the rich countries”. The USA is also a candidate to host the 2016 olympic games. “The IOC Leadership is like all the world’s riches: totally concentrated in europe, which holds more delegates than all of africa and latin america”, said Lula. Lula’s statement, during the meeting of Africa’s Dictators and latin america’s tyrants, is one of those stupid speeches delivered at the wrong time and in the wrong place. Politically, it is a catastrophe. Unless something exceptional happens, the “boquirroto” ( explaination: someone who speaks without thinking about the consequences)managed to bury the chances of the Olympic Games take place in Rio in 2016. Good for Brazil, which will not be dispossessed by the gang of BOC, as in the Panamerican games which, until the present, did not have its accounts closed.

O presidente dos Estados Unidos, Barack Obama, confimou que estará em Copenhague, na Dinamarca, na sexta-feira (2), no anúncio da sede dos Jogos Olímpicos de 2016.
Anteriormente, o presidente dos EUA havia anunciado que a primeira-dama, Michelle Obama, o representaria no evento.
Patrick Ryan, presidente do comitê de candidatura de Chicago, divulgou uma nota em que exalta a presença de Obama, confirmada nesta segunda (28) pela Casa Branca, em Copenhague.
- Não há maior expressão de apoio no mais alto nível que ter o presidente Obama em Copenhague no momento-chave da nossa candidatura. Estamos honrados que o presidente e a primeira-dama estejam conosco para dar uma mão amiga em nome da nossa nação e da cidade de Chicago.
O prefeito da cidade americana, Richard M. Daley, disse que o casal Obama “simboliza a esperança, a oportunidade e a inspiração que tornam Chicago grande”.
- Quem melhor que eles para compartilhar com os membros do COI (Comitê Olímpico Internacional) o compromisso e entusiasmo de Chicago pelo Movimento Olímpico e Paraolímpico?
Para apoiar a candidatura do Rio, o presidente Lula também estará no evento.
Rio, Tóquio, Madri e Chicago estão na disputa para sediar a competição.
Some IOC Members Granted That They Will Not Change Votes For Friendship.

About one week ago, the number 1 protocol IOC Member Dr. João Havelange mentioned at TV Bandeirantes that he would control 20 votes, at least, of the voters. And listed some names that would have responded to him saying that their votes would go with him due to a “longstanding friendship.”. From the TV it immediately went through all written Brazilian press. And then to the international press, which reported the facts worldwide.
I took the liberty of writing to some of the Members listed by Dr. João Havelange. No doubt Havelange is a respected IOC Member due to his history in that entity. However, giving the vote to repay Friendship and personal favors is something that can be called outrageous. Votes shall be given after carefully studying all the bid dossies and going for the most safe and technical one, I would say the most consistent proposal. Otherwise, the Olympic choice will have no credibility whatsoever. Members have to think firts in the Atlhetes and in the fans. Not in their personal Friends. And this is aim of the changes ocurred after Salt Lake City elections.
Two of the Members, that I know for a long time, were very polite in their answers and said that Friendship will not interefere in their votes and that probably their responses were misinterpreted by the destinatary. The response, according to them, in any moment demonstrade the vote for one, or another City. One of them also tells me that he/she has Friends in all Candidate Cities.
I told the two Members that I was going to publish the contents of their responses, without disclosing the names.
In order not to affect the image of the Olympics, it is fundamental that the votes go to the ones that each Member thinks is the best. Otherwise, it would be only a Friendship competition, of who has more favor to be repaid.
The Executive Board of the IOC cannot simply ignore these facts.
Fraudulent Anti-Chicago 2016 Website Traced To Rio

Earlier this week, GamesBids.com reported that website ChicagoansForRio.com is backed by a group of Chicagoans who don’t want to see the Olympic Games come to Chicago . This may be true – but only if those Chicagoans are in Rio de Janeiro.
GamesBids.com has discovered evidence through emails, web forum posts and web server logs that indicate promoters of this site are likely based in a city that’s Chicago’s biggest rival for the 2016 Olympic Games – Rio.
While the true identity of the individuals or group involved remains unknown, and there is no evidence to suggest a connection with the Rio bid committee, the professional and organized effort seems to be a deliberate ploy to sabotage Chicago 2016.
A representative of the Organization wrote in an email that “hundreds have submitted e-mails to the IOC, and one IOC office sent a response that said, ‘We’ve been bombarded. You’ve made your point.’”
IOC Director of Communications Mark Adams denied this was the case.
“As far as I know there is absolutely no truth in this story” Adams told GamesBids.com.
When told the IOC’s position, the representative wrote “we understand the pessimism that comes with anonymity. Emails from the site are being sent to the email addresses we were able to confirm. There are roughly 20. Many are connected to specific countries’ olympics offices.”
A webmaster of the GamesBids.com Forums server examined various posts in a topic about the new site after they failed a routine compliance check. He found that a new member had taken on the persona of a Chicagoan who was against her city’s bid and then continued as a cheerleader for the site in question. Server logs indicated that the member’s computer connecting to the forum website was located in Rio.
But suspicion piqued after discovering another member who appeared somewhat pro-Chicago in his initial post before starting the topic linking to chicagoansforrio.com. That member connected from the same computer address in Rio as the “cheerleader”. That activity violated the terms and conditions of the GamesBids.com Forums because it indicates the likelihood that a single person is using more than one alias to deceive readers.
After examining the server logs, timelines and emails between the group representative and GamesBids.com – it was concluded that the site is a fraud.
It shouldn’t come as a surprise considering the group has remained completely anonymous – even refusing to talk by telephone to reporters; a very odd behaviour for a protest group.
Further research shows the group used bogus information in their web domain registration using the name “anonymous” with the address “111 go away”. However they did disclose, whether falsely or not, that they were based in San Francisco. The domain was registered on March 19 this year.
The professionally developed Website uses facts and figures to try to cast a negative glow on the Games and it incorrectly suggests that “5 years after hosting, 21 of Athens’ 22 Olympic venues are unused”. Today, many of Athens’ venues are fully utilized.
A talented Web designer could probably put this site together quickly and easily – but it would require some marketing skills to create the message it seems to deliver effectively. It features a well-produced video of Chicagoans (we think, but who knows?) throwing their support to Rio – not something an inexperienced or unorganized group can easily create.
But the group’s representative said in an email “we’re a small group of private citizens that wanted to add a different perspective to the conversation”.
Despite all of the effort poured into the website, the representative admitted “…for publicity, it consisted of sending a link to 2 local websites.”
Perhaps that’s true – the story appeared online in Portuguese , on the Brazilian UOL website and complete with quotes from the organization the same day the story broke.
The true identity of the organization may be hidden in their online store that is hosted by popular CafePress.com – a do-it-yourself electronic storefront where you can sell clothing and gifts with your own design printed on it. After all, somebody needs to receive the money – right? But apparently, Chicagoansforrio.com thought of this as well. The shop states “Chicagoans For Rio is a non-profit disorganization. All items are at Cafe Press cost.” It seems no money goes to the organization at all and the shop has likely been set up with false information as well.
After months of campaigning, the competitive four-way race seems to have boiled down to an impassioned battle between supporters of Chicago and Rio; this site being a clear example. It will finally be decided by a vote of International Olympic Committee members in Copenhagen on October 2.
